Zelensky Asserts He Lacks Definitive Defense Guarantee from Partner Nations

Ukrainian President Volodymyr Zelensky says European allies have not given him solid assurances that they will defend Ukraine in the case of a fresh offensive by Russia.

"I am asking this very question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on Wednesday.

These remarks follow a day after the UK and France inked a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.

However, full security guarantees have yet to be solidified. The US, which has been spearheading initiatives to end the invasion, reportedly did not sign such a pledge at talks in Paris on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which involved some 30 countries that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be deployed.

Allies proposed that the US would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

Moscow has not yet commented on the announcement made in the French capital.

Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in February 2022, and Moscow currently controls about 20% of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the bilateral declaration as "an essential component of our dedication to stand with Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the future."

Zelensky hailed that accord as a "huge step forward".

A day later, however, he seemed more cautious.

"I perceive the determination, the political will, and that the allies are prepared, and the allies are willing to give us robust economic measures, strong security guarantees," he said when asked if nations in Europe would come to Ukraine's aid.

"But as long as we lack such security guarantees - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue remains unresolved. And even if they do, you still have to rely primarily on your own strength."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant owing to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on finalizing security arrangements.

Recently, the President indicated a settlement was "90% ready".

Questions of land and defense pledges have been at the forefront of unresolved issues for diplomats.

Putin has repeatedly warned that Ukrainian troops must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an agreed point - but provided that Russia did the same.

Moscow currently controls about 75% of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The pair of oblasts constitute the Donbas industrial heartland.

It has been intensifying attacks against Ukrainian cities - with a focus on energy infrastructure. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
