Britain and France to Deploy Forces to the Country should a Peace Agreement is Finalized

Placeholder Diplomatic Meeting

The London and Paris have formalized a statement of purpose concerning the deployment of troops in the nation should a peace agreement be struck with Moscow, the Prime Minister of Britain, Sir Keir Starmer, has declared.

Subsequent to talks with Ukraine's allies in Paris, he noted that the UK and France would "create defense centers across Ukraine and erect fortified facilities for military hardware and defense matériel" to deter any subsequent invasion.

The coalition members also proposed that the America would assume leadership in verifying a ceasefire.

The Kremlin has repeatedly cautioned that any foreign troops in Ukraine would be considered a "valid objective", but has as yet not responded on this latest development.

Context and Ongoing Hostilities

Moscow's leader Vladimir Putin initiated a major offensive of Ukraine in early 2022, and Russian forces at this time controls roughly 20% of the country's land.

"This represents an essential component of our vow to stand with Ukraine for the foreseeable future," stated the UK Prime Minister.

National leaders and high-ranking officials from the "Partner Group" took part in the recent discussions.

Addressing reporters at a joint press conference, the Prime Minister further said: "It paves the way for the juridical structure under which British, French, and partner forces could operate on Ukrainian soil, protecting Ukraine's air and maritime domains, and rebuilding Ukraine's armed forces for the years ahead."

The UK prime minister went on to say that London would participate in any American-headed confirmation of a potential truce.

Security Guarantees and Diplomatic Positions

Top US negotiator Steve Witkoff said that "durable defense assurances and substantial prosperity commitments are essential to a enduring ceasefire" in Ukraine – referring to a key condition made by the Ukrainian government.

He said the coalition had "largely finished" their work on establishing such guarantees "to ensure the people of Ukraine know that when this hostilities ends, it ends forever."

Donald Trump's son-in-law, US President Donald Trump's advisor, also participated in the negotiations.

At the same time, President Macron Emmanuel Macron stated that Ukraine's allies had made "significant advances" at the talks.

He added that "strong" security guarantees for Ukraine had been reached in the instance of a prospective truce.

Ukrainian President Volodymyr Zelensky stated that a "significant advance" had been made in Paris, but qualified that he would only deem efforts to be "sufficient" if they culminated in the cessation of the fighting.

Last week, he said a peace deal was "mostly finalized". Settling the outstanding 10% would "determine the outcome of the agreement, the destiny of Ukraine and Europe".

Outstanding Matters

  • Territory and security guarantees have been at the forefront of ongoing disputes for the parties involved.
  • The Russian President has repeatedly warned that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas region or Russia will occupy it, rejecting any concession over how to end the war.
  • The Ukrainian President has thus far ruled out giving up any territory, but has proposed that Ukraine could pull back its forces to an designated point – but only if Russia does the same.

Moscow currently occupies about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk region. The two regions form the industrial region of the Donbas.

The original US-led 28-point framework that was widely leaked to the media last year was viewed by Kyiv and its partners in Europe as being heavily skewed in Russia's favor.

This triggered weeks of focused diplomacy – with all sides trying to revise the draft.

Last month, Ukraine presented the US an new proposal – as well as additional documents detailing potential security guarantees and plans for Ukraine's recovery, he stated.
